From the President

8 days until early voting starts, 22 days until Midterm Election Day as League volunteers and community partners are doing an exceptional job empowering voters.  We've distributed 5400 election information flyers, interacted with 1600 potential voters, recorded 3 candidate forums, invited 48 local candidates to participate in VOTE411 and forums; are just starting distribution of 4,000 printed Voter Guides and expect to reach thousands more potential voters with online information and advertising!

Many thank yous are owed: thank you BIG GIVE donors for making our increased distribution of the printed Voter Guide and so much more possible, thank you Milda Scott for all the hours you toiled over VOTE411, thank you Sheila Pattison for the beautiful fundraising wreath, thank you Unity of New Braunfels for the Sacred Service Award, thank you to my fellow Comal Area Board members for your support, time and creative energy in handling whatever's come up.  A special thank you to Barbra Riley who joined the League and  then put in her first volunteer hours all before 2 p.m. on National Voter Registration Day!  Several members have organized their own opportunities to reach voters at club and community meetings.  Contact Us for materials and VDRs as needed.  Thank you to all our awesome volunteers!

Thank you also to the members who have shared pictures of their pets.  Shown below are a few of those furry companions that we featured in a social media series celebrating Voter Education Week. Keep those photos coming!

On the calendar above you can see upcoming opportunities to empower voters, to learn, to support our mission and  to celebrate.  Please save the date for our annual Holiday Brunch Dec. 17!  And I hope you can attend the award ceremony at Unity in New Braunfels on Nov. 13.  It's an opportunity to celebrate what we, a small all-volunteer group, can do to power democracy!

County Authority on Land Use Public Forum Nov. 16

Are you concerned about unpleasant surprises that may show up in your neighborhood, surprises like a huge rock quarry or a multi-acre gas station?  Are you concerned about the impact on your own quality of life such surprises may entail, like increased noise, lights, and traffic, perhaps a downward dive to your property values? And what about the impact on the environment? Such concerns are of special interest to the many area residents who live in unincorporated areas.

LWV Comal Area and the Tye Preston Memorial Library(TPML) are hosting a lunch and learn public forum about county authority on land use on Wednesday, November 16, from 12 noon to 1:30pm at TPML, 16311 S Access Rd, Canyon Lake, TX 78133.   Bring your lunch and hear Comal County Commissioner Jen Crownover; Elizabeth Bowerman, President of the Comal County Conservation Alliance; and Annalisa Peace, Executive Director of the Greater Edwards Aquifer Authority discuss the topic.

Commissioner Crownover will outline the limits of county authority as set out in the Texas State Constitution.  Bowerman will delineate the detrimental effects of lack of authority on the environment, and Peace will discuss efforts to expand the limits of county authority and how some counties have worked around such limits. Commissioner Crownover states that “County government … can only do what is allowable by statute, and we have very limited powers and authority….”  According to Peace, “[W]ithin our state lie some of the fastest growing counties in the nation” and “in order to promote civilized and rational growth,…we need to provide county governments with effective means for planning for appropriate land uses within their own counties and across county lines.”

LWVCA's land use position (see Issues and Positions) includes the following: “The Commissioners Court of Comal County, with voter approval, should have additional regulatory authority from the state legislature for making land use decisions. Examples include, but are not restricted to: 1. implement impact fees on developers of new subdivisions; 2. require minimum fire suppression systems in new subdivisions; 3. require improvements to roadways and drainage systems serving new subdivisions; 4. limit the amount of impervious cover in order to increase recharge and limit runoff in new subdivisions; 5. require subdivision restrictions that promote water-conserving landscapes; 6. require natural areas, or neighborhood parks, in new subdivisions.”

The LWV-CA plans to livestream the meeting and post a recording to our YouTube channel @LWV Comal Area.
